During the state visit of Mongolian President Ukhnaagiin Khürelsükh to Kazakhstan, the Administration of Kharkhorum City signed memoranda of understanding (MoUs) with the Akimats—city administrations—of Astana and Alatau to cooperate on new city development.

The agreements were signed by Kharkhorum City Governor L. Khaltar, Astana City Governor Zh.M. Kassymbek, and Alatau City Governor A.H. Utenov. They establish a framework for sharing experience and launching joint initiatives in urban planning, infrastructure, and city management under the broader Mongolia–Kazakhstan strategic partnership.

According to the Presidential Office, the MoUs are among 18 documents concluded during the visit and are expected to support Kharkhorum’s development through international expertise and collaboration.

The partnership with Astana will focus on governance models, urban planning systems, land management, relocation of government institutions, transport and logistics, renewable energy, water resources, and green, energy-efficient construction. Cooperation with Alatau will emphasize smart and sustainable city strategies, innovation and technology, infrastructure, environmental protection, and advanced transport solutions.

Kazakhstan offers a relevant model, having successfully relocated its capital from Almaty in 1997 and developing Astana into a modern administrative and economic hub. As Mongolia moves forward with plans to develop Kharkhorum as a new center, the cooperation reflects shared priorities and a similar path toward building a new city supported by international experience.

Alatau, granted city status in 2024 and located about 47 kilometers from Almaty, is also being developed as a future hub for business, innovation, and digital growth.
