Mongolia has officially launched its “Digital First” national movement aimed at accelerating digital transformation and making public services faster, more accessible and user-friendly. The initiative is being implemented under a policy recommendation approved by Government Resolution No.108 (2025).

The campaign began in Dornogovi province, where the “Digital Dornogovi” event opened in Sainshand city, bringing together government agencies, the private sector, the technology sector and citizens.

The movement seeks to ensure equal access to digital services, improve the speed and transparency of public services, and promote smart, time- and cost-saving digital solutions as part of the country’s broader goal of becoming a “digital nation.” Training activities have started with sessions for civil servants.

At the opening, Deputy Minister of Digital Development, Innovation and Communications G.Bayarkhuu highlighted the importance of digital transformation and artificial intelligence in improving public service delivery.

“In today’s environment, improving accessibility, transparency and quality of public services require embracing digital solutions and AI. Every civil servant must acquire new skills and use technological advances effectively in their work,” he said.

Dornogovi Governor O.Batjargal also emphasized the need to adopt digital systems to increase efficiency.

“To deliver faster public services, transitioning to digital systems is essential. AI-based solutions will help reduce workload and significantly improve productivity,” he said.

The two-day event includes training for civil servants, local officials and agency heads, as well as digital skills training for citizens, the elderly, people with disabilities and secondary school students. Participants are also introduced to e-government platforms such as E-Mongolia and E-Business, along with sessions on information security and online risk prevention. Additional activities include training for conscripted soldiers and an e-sports competition.

As part of the event, government agencies are also holding consultations to gather public feedback and discuss how digital solutions can address local challenges, alongside interactive programs aimed at increasing participation from young entrepreneurs and citizens.

Meanwhile, Minister of Digital Development, Innovation and Communications E.Batshugar outlined decisions from the latest Cabinet meeting to expand network infrastructure nationwide.

He said Mongolia has 1,650 baghs, of which 104 currently have no network coverage. These areas will be connected between 2027 and 2028. In addition, 147 baghs that currently rely only on 2G networks—which do not support internet access—will be upgraded to 4G.

“By 2028, all baghs in Mongolia will have 4G network coverage,” the minister said, noting that the expansion will enable citizens to access online public services and support digital business growth across the country.
