Mongolia has recorded notable progress in global democracy rankings, according to the 2026 report by the Varieties of Democracy (V-Dem) Institute.

The country ranked 75th in the overall democracy index, improving from 81st place in previous years. While the progress is gradual, it signals a positive trend in Mongolia’s democratic development.

The most significant improvement came in the deliberative democracy index, where Mongolia jumped 25 places to rank 40th globally—marking one of the strongest gains in this category.

The deliberative democracy index evaluates how effectively public debate, diverse viewpoints, and expert input are reflected in policymaking. Analysts say Mongolia’s rise suggests that decision-making processes are becoming more open and inclusive.

According to V-Dem’s broader assessment, Mongolia remains classified as an “electoral democracy,” where competitive elections are maintained but challenges persist in areas such as rule of law, political accountability, and corruption control.

Globally, the report highlights continued democratic backsliding in many regions, making Mongolia’s upward movement relatively notable. However, experts caution that sustaining this progress will require consistent reforms and stronger institutions.

Overall, the latest rankings indicate that Mongolia is moving in a positive direction, though long-term democratic consolidation will depend on how effectively reforms are implemented in practice.

While challenges remain, the latest ranking indicates a positive trend for Mongolia as it continues to strengthen democratic institutions and governance.
