The Joint Project Management Office announced on December 23, 2025, that the second stage of the tender process has been launched for the Ulaanbaatar Metro, a major urban transport project with an estimated budget of USD 2.4 billion.
According to officials, the project aims to commence construction within 2026. The second-stage tender for selecting the project contractor will involve 27 companies from seven countries—Mongolia, South Korea, the United Kingdom, Russia, France, India, and China—that successfully submitted proposals during the first stage.
Once operational, the metro is expected to significantly reduce travel time across the city, cutting journeys that currently take approximately 45 minutes by bus to around 15 minutes. Authorities also project substantial economic and social benefits, noting that an average of 10 small and medium-sized businesses are expected to operate at each station. Across the entire network, this could support between 150 and 200 SMEs and generate an estimated 150,000 jobs.
Officials further noted that the project’s feasibility study, which forms the economic, engineering, and urban planning foundation of the Ulaanbaatar Metro, has been fully updated and finalised. The revised study was prepared by a consortium led by South Korea’s Duhua Engineering, acting as the project’s management consultant, and has been reviewed and approved through phased consultations with relevant authorities.
The announcement marks a key step forward for one of Mongolia’s largest infrastructure projects, which is intended to ease traffic congestion, improve urban mobility, and support long-term economic development in the capital.
