At its plenary session on December 12, 2025, Parliament approved the Interim Trade Agreement between Mongolia and the Eurasian Economic Union and its member states, as submitted by the Government. The ratification creates conditions for the duty-free export and import of 367 categories of goods between the parties.

Under the agreement, Mongolia will be able to import food products not produced domestically, as well as heavy machinery, equipment, chemical products, and nitrogen-based fertilizers from EAEU member states. The Government expects the agreement to support the expansion of non-mining exports, job creation, and broader economic activity.

The interim agreement introduces several trade facilitation measures, including customs clearance within four hours and the ability for exporters to self-certify certificates of origin for goods valued up to EUR 5,000. These provisions are expected to reduce administrative burdens and improve competitiveness for Mongolian enterprises.

The agreement is limited strictly to trade in the agreed list of 367 goods and does not cover investment, services, banking and finance, or payment and settlement systems. Despite its limited scope, it provides important benefits such as enhanced cooperation between customs authorities, improved efficiency, removal of trade barriers, and lower transaction costs.

The Interim Trade Agreement has been concluded for an initial period of three years, with the possibility of extension for an additional three years. Following the first phase, the parties may begin negotiations on establishing a full-fledged free trade zone.

The Eurasian Economic Union comprises Armenia, Belarus, Kazakhstan, Kyrgyzstan, and the Russian Federation. The bloc aims to strengthen economic cooperation, enhance competitiveness, and promote stable development to improve living standards across member states.
