On December 10, International Human Rights Day, the Office of the President of Mongolia and the National Human Rights Commission jointly organized the National Human Rights Forum under the theme “Shared Rights – Shared Responsibility” at the Blue Sky Hotel. The forum, held under the President’s patronage since 2005, reviews the country’s human rights situation, recent progress, and emerging challenges.

President Ukhnaagiin Khürelsükh opened the forum, emphasizing that Mongolia’s long tradition of peace and justice—from the era of “Pax Mongolica”—continues to guide the nation’s commitment to human rights. He noted that Mongolia remains classified as a “free” country by Freedom House and has climbed 20 places in the World Economic Forum’s 2025 Global Gender Gap Index, ranking 65th worldwide.

The President highlighted growing challenges such as cyber-enabled violence, violations of children’s rights online and offline, and increasing environmental and urban pressures including pollution and over-urbanization. He stressed the need to update the National Human Rights Programme to address rapid technological and social changes.

He also underlined recent legal reforms, including the revised Law on the National Human Rights Commission (2020), the Human Rights Defenders Law (2021)—making Mongolia the first Asian country with such legislation—and the Personal Data Protection Law. These measures have expanded the Commission’s mandate and strengthened national human rights mechanisms.

This year’s forum is notable for coinciding with the 25th anniversary of the National Human Rights Commission of Mongolia. Discussions covered human rights and climate change, urban planning, and business, with participation from government institutions, international organizations, civil society, the private sector, and diplomatic missions.
