Constitutional Court member O. Munkhsaikhan announced the Court’s ruling after a full bench session, declaring that the Parliament’s resolution to dismiss the Prime Minister violated the Constitution. He explained that:

1.       Deputy Speaker Kh. Bulgantuya acted unlawfully by supporting a motion she had previously opposed.

2.       The Standing Committee’s conclusion, which served as the basis for the vote, breached constitutional procedure.

3.         Conducting the October 17 vote based on the attendance of the October 16 session was also unconstitutional, the Court concluded.
