President of Mongolia Ukhnaagiin Khurelsukh has vetoed the Parliament’s Resolution No. 95 of 2025 in its entirety, citing violations of the Constitution.

 

The veto was issued in accordance with Article 33.1.1 of the Constitution and Article 12.8 of the Law on the President of Mongolia.

Chief of the Presidential Office A. Uilstogoldor and Secretary of the National Security Council A. Byambajargal briefed the media on the decision.

The President’s statement noted that during the October 17 parliamentary session, the vote on the Prime Minister’s dismissal was conducted based on the Standing Committee’s recommendation opposing the motion, rather than on the formal proposal submitted by MPs.

This, the statement said, violated Article 1.2 of the Constitution, which upholds democracy, justice, national unity, and the rule of law as fundamental principles of state governance. It also breached Article 7.1, which stipulates that all laws, decrees, and decisions must fully comply with the Constitution.

“The procedure created conditions that contradicted these constitutional principles,” the President emphasized in his veto statement.
